The Nobility welcomed the Past Potentates.

The Potentate asked for the reading of the minutes from the last meeting.

A motion was made from the floor to accept the minutes as written.  The motion was seconded and passed..

The Potentate then asked for the necrology report.  We had two Nobles who rode the Black Camel.  They were:

Charles Browning, Sr., Roswell, NM; and

Victor Sizemore, Placitas, NM.
The Potentate and Nobility were advised that a death notice had been received from Imperial for:
Past Imperial Potentate John W. “Jack” Dean III.  The notice was then read in verbatim.

The Potentate then instructed that all Nobles stand uncovered while Noble Barney Doyle played appropriate music.

The Potentate  requested  that the Recorder report any communications regarding reinstatements or demits and was advised there were none.

The Treasurer presented the financial report and requested approval to pay the bills.  The Potentate asked for an appropriate motion.  A motion was made from the floor to pay the bills, it was seconded and passed.  A copy of the report is attached and is a part of these minutes.

The Potentate had Noble Adam Hathaway explain motions, discussions and voting on measures before the Nobility.

The Potentate then called up a motion previously made by P.P. Dr. Al Chatfield and seconded by P.P. Roy Patton in the January 2009 Stated Meeting that smoking be banned in Ballut Abyad. The motion had been tabled and referred to separate committees for study and was now being called up for a vote.  The Potentate instructed that Nobles speaking to the issue be alternated from those for the ban and those against.

A motion was  made from the floor by Noble George Byrne that each speaker be allowed two minutes which was thereafter seconded and approved.

The Nobles who rose to speak on the issue were as follows:

Noble Joe Behounek                           Against the smoking ban

Noble Ed Spitznagel                           For the smoking ban

Noble Jerry Zimmerman                      Neutral and for peace and harmony among the Nobility and smoke in designated areas.

Noble Tom Davis                                For the smoking ban.

Noble Richard Almeter                       For the smoking ban (out of order)

Noble Bill Sadler                               Against the smoking ban.

Noble George Byrne                           For the smoking ban.

No additional Nobles wished to speak against the ban and Noble Richard Almeter then spoke for the smoking ban.

The Potentate then called for a vote on the issue to ban smoking in Ballut Abyad.  Nobles were instructed to stand and remain standing while they were counted.  44 Nobles voted to ban smoking in Ballut Abyad and 61 voted to allow restricted smoking privileges.  The votes were verified by Nobles Wilson and Paixao. The smoking privileges and restrictions were then re-explained by the Potentate.

The Potentate then requested the Recorder read the change to the Temple Bylaws required by Imperial that veto power by the Board of Directors over the Nobility sitting in session be eliminated which had been read to the Nobility in the January 12, 2009, Stated Meeting and furnished to the Nobility in writing by letter dated March 10, 2009. A motion was made and seconded and over two thirds of the Nobles in attendance voted to amend the bylaws as requested. No dissenting votes were noted.

The Recorder called to the attention of the Nobility that Nobles Bob Keers and Danny Coffin had covered the doors to the auditorium with metal and now all that was needed was for someone to paint them.

Noble Duane Crapser explained that a telemarketer had been hired for the 2010 Circus and needed Shrine approval.  It was discussed about the areas and time covered by the telemarketing agreement as Santa Fe also has a Circus in September.  It was decided there was no conflict and the agreement was voted on and approved.

Noble Wilson advised the Hot Sands Ceremonial at White Sands, NM, is scheduled for June12-13, 2009, and we appear to have about 15 candidates at this time.  Noble Carlile said he is working with Alamogordo setting up hotel & motel rooms for local Shriners.  Jeff needs to be advised if anyone needs a room.

Director Smith related that the Director’s Staff is also working out details for the above Ceremonial and will be ready for the arrival of Vidalia Onions in late April.

Noble Wilson then spoke for the good of the order and called for things to be put to rest about the smoking ban.

He also reminded the Nobility of the Potentate’s Cruise to Mexico on October 18th and that a $300 deposit is coming due for interested travelers.

Noble Hathaway announced the Masonic Olympics on July 25, 2009, here at the Shrine.  Participants are needed, trophies will be awarded and the Bar will be open.  Also there will be an out reach clinic here on May 16, 2009.

P.P. Dale Pipher advised that a Shrine Child will be at the next meeting.

The Potentate advised the next meeting will be open and Nobles should bring their wives.

The meeting was closed at 9:05 PM.
